About
After more than a decade leading numerous cultural projects, creating strategies for the arts and culture, cultural heritage and creative sectors within the public sector in Georgia, Levan embarked on setting up his own creative enterprise.
Levan has a considerable multi-layered competence in different sectors. Throughout his extensive work experience he has been actively engaged in civil society, educational, youth, sports, cultural, heritage and creative industries sectors.
Levan is an internationally renown expert in cultural policies and creative industries strategies. Levan has conducted evaluations, cultural policy reviews, projects and trainings, given speeches and advised governments and cultural operators in more than 15 countries around the world.
Levan worked at the Ministry of Education, Science, Culture and Sport of Georgia in 2013-2021 as a Deputy Minister. Levan was responsible for Culture and Creative Industries, Strategy Development and International Relations. His name is associated with elaboration and adoption of the first culture strategy document – Culture Strategy 2025 and its action plans. He is the co-author of the first Cultural Policy document in Georgia as well as the first National Strategy and Roadmap for creative industries in Georgia.
Levan has extensive experience from European level. He has been elected as a Chair of the Steering Committee for Culture, Heritage and Landscape of the Council of Europe as well as Vice-Chair of the Governing Board at the Cultural Routes of the Council of Europe. Levan is the Board member of Compendium of Cultural Policies and Trends. Levan is the co-author of Manifesto on Freedom of Expression of Arts and Culture in Digital Era as well as the concept for a digital @exhibition ‘Free to Create, Create to be Free’ launched by the Council of Europe.
Levan is working as a cultural and creative sectors expert at the EU-Eastern Partnership Culture and Creativity Programme, advising governments, cultural operators and other stakeholders from Ukraine, Georgia, Moldova, Armenia, Azerbaijan and Belarus.
Levan graduated from Ivane Javakhishvili Tbilisi State University with Masters degree in International Law. Currently he is undertaking his doctoral studies in Arts Education at Ivane Javakhishvili Tbilisi State University. Levan has been awarded by Juan Antonio Samaranch with Diploma for remarkable voluntary contribution to the development of Olympic sports movement and promotion of solidarity among peoples and received an Award for the Promotion of International Education by European Council of International Schools (ECIS).
